RP NCTS 2007-03: Alternative Solutions to Traffic Problems: Metro Manila in Retrospect

Traffic in developing countries is characterized by local elements that contribute to traffic problems. The solutions to these problems have required alternative approaches to ensure their effectiveness. The Metro Manila Development Authority has implemented several schemes to address traffic problems. An experimental approach was adopted, soliciting mixed reactions from the public. This paper examines the Unified Vehicular Volume Reduction Program, the Truck Ban and the U-turn Scheme. It presents quantitative assessment of the programs; evaluating their effectiveness in alleviating congestion in Metro Manila. The paper discusses their applicability and transferability in other cities experiencing similar transport and traffic problems.
