Rural Credit Success Stories: The Case of the Philippines and Selected APRACA Member Countries


This paper seeks to identify and synthesize lessons learned from small farmer lending experiences as well as successful loan programs of five Asia Pacific Rural and Agricultural Credit Association (APRACA) member countries that all emerged from a policy regime characterized by credit subsidies, credit allocations and loan targeting, namely: Philippines, Thailand, Indonesia, Vietnam and India. The discussion is organized in three parts. Part I gives a brief historical background of each subject country's small farmer credit policies and programs and current policy environment. Part II documents some successful lending schemes/programs and institutions. Lastly, Part III identifies common features/factors of successful lending programs among the five subject countries.
