Policy Options in Agriculture & Rural Finance: The Experience of the Philippines and Other Asian Countries


This paper discusses the rural credit policies in the Philippines, particularly the policy shifts in Philippine Rural Finance before and during the financial reforms initiated by the government, the Agro-Industry Modernization Credit and Financing Program (AMCFP) and the Agriculture and Fisheries Credit Guarantee Fund (AFCGF), innovative financing schemes (IFS), institution capacity building (ICB) program being implemented by the Department of Agriculture - Agricultural Credit Policy Council (DA-ACPC). The paper also briefly reviews and analyzes the profiles of four Asian countries that have similarly experienced government intervention in their rural credit markets: Bangladesh, India, Indonesia and Thailand. Based on this, it gives a recommendation on what needs to be done to sustain the flow of credit for rural and agricultural development.
