RP NCTS 2007-02: Strategic Planning for the Three-Wheeler Public Transport Sector in Rapidly Urbanizing Area (Philippines)

This paper is about developing emission standards for a Philippine public transport three-wheeler industry which evolved with loose policies and unclear regulations five decades ago. The study aims to get a real picture of the industry and set an apolitical reference to regulate the pollution, and assist the government in setting future directions thru technical collaboration. Acknowledgment is given to Asia Environmental Partnership (AEP) of USAID and the technical experts from Thailand, India, Pakistan and Vietnam who were consulted about local standards on the two-and-three wheelers. Results were submitted to the Environmental Management Bureau as basis for national regulation.
