This paper is a case study on the most successful locally initiated health program thus far. The BHIP is a local health insurance model to be followed and adopted on a national scale, especially after the devolution of health services to local governmens. Philhealth initiated the program, in cooperation with the department of health and USAID. The paper discusses and examines the organizational structure and system of the insurance program and provides discussion points about the fate of BHIP.
