The findings of the paper indicate that the three markets of the polymer--polyethylene, polypropylene and polystyrene are highly concentrated. The potential monopolistic/oligopolistic behavior is aided by the presence of high tariffs and government bureucracy, i.e. Administrative Order (A.O.) 58-A. The paper suggests that setting up a competition agency that will monitor the behavior of firms to correct the anti-competitive behavior of firms.
