The findings of the paper indicate that the market of the industry is a highly concentrated one. While tariff reforms have substantially relaxed entry barriers to imports, entry to the industry is difficult due to huge investment needed to obtain facilites and technology to start production. The paper concludes that on one hand, trade liberalization should be continued and complemented by a national competition policy for the long-run interests of packaging firms and end-users.
