Thepaper provides a competition analysis of the refined sugar cane industry, a major input to the exportable food processing and beverage industries using the U.S, model approach.The refined sugar industry is hardly a perfectly competitive market. The infficiencies of the industry, illustrated by high domestic prices of sugar, penalize downstream and export industries. The paper recommends that the government provides competition in the market but this must be supported by a package of reforms.
