The Bagong Pagkain ng Bayan-Comprehensive Agricultural Loan Fund (BPB-CALF) credit guarantee program has been having difficulties achieving its objectives. Given an initial fund of P50 million, the program has been able to approve for guarantee cover barely P25.9 million in loans of 11 local government units (LGUs) within 2 years of operation. To address the apparent failure of the program to generate more loans, the ACPC conducted a quick investigative study of the program inputs, actors, policies, processes, costs and outputs.
