The project is an evaluation of the community impact of the Barangay Governance Trainer’s Training (BGTT) program being implemented by the Barangay-Bayan Governance Consortium (BBGC). The objective is to assess the impact of the BBGC in improving the quality of barangay governance towards the development of communities. The main concern is on gauging the degree of enhancement of local democracy and local development at the barangay level, as a result of BBGC activities. Impacts on training participants (through the BGTT), as well as the institutional capacity of the consortium (and the individual member NGOs), are also important concerns of the study.
