Action Against Child Labour in the Philippines: The ILO-IPEC 1998-1999 Implementation Report


This report focuses on children in the most hazardous forms of work in the Philippine context; children in home-based production, mining and quarries, prostitution, agriculture production, domestic workers commercial fishing, child victims of trafficking. It focuses on the worst forms of child labour in line with the overall programme thrust of IPEC (International Programme on the Elimination of Child Labour). The report discusses the current policy situation in the country. While the Philippine law can be quite advanced on child protection, the implementation and enforcement machinery is quite weak. Primarily there is evidence that those tasked with law enforcement do not really even know the law. It also cites effective interventions of partners and describes the important elements for effective action programs at the community level. A separate section describes the maturing partnership among members of the child labour network.
