Social Services Planning in New Communities: Theoretical Aspects and Some Empirical Observations from the Hongkong Experience


The article generally presents a set of factors that may influence levels and types of social service provision and their distribution which it a “blueprint” and may be used to analyze health and social services system in any specific country. As a particular interest taken, health service planning, as in the case of facility planning in Hong Kong, is given focus. From this, various lessons were drawn and identified, all in aid of bettering health service planning, in particular, and social services planning, in general.
