Mass Transit in Provincial Areas: History, Policy, Reality


The paper traces the historical development of public transport evolution of mass transit in certain provinces in the Philippines. It says that a mass transit system in the form of horse-drawn trams has been in existence as early as the Spanish occupation. Shortly after the Americans took over when spatial diffusion was fast taking place, railway lines were constructed in Cebu, Panay and throughout Luzon. The paper also takes a close look into the public transport industry of Cebu.
