The paper discusses the topography of the Bicol river basin, describing it as a rich reserve of natural resources for agricultural and economic uses. To tap this potential resource, the Bicol River Basin Development Program was conceived. The conceptual framework of BRBDP calls for interlinked multi-sectoral efforts proceeding along a coordinated system directed towards the concentrated delivery of government investments into well-defined critical areas.
