Drawing from her experience with the low-income urban settlers and her active involvement in government activities, author presents the perceptual gaps between the urban poor and government planners which have long held up a long-lasting solution to the human settlements problem. Addressing these differences would require the planner to thrust aside class biases and keep a more humane and open outlook on the plight of the urban poor.
