The paper reviews and evaluates existing Department of Agrarian Reform (DAR) land use conversion policies and implementing rules and regulations. It discusses the practical and methodological problems involved in formulating an effective land use conversion and program. The study focuses on the DAR’s land use conversion activities that took place during the post-Marcos administration and partly during the administration and partly during the Ramos administration.
