The goal of the paper is to provide alternative directions towards more effective and responsive government policy and program responses on housing the poor. In this light, the paper takes a good look on the nature, extent and adequacy of shelter afforded the poor settlement areas in Metro Manila, along with the support urban services. San Martin de Porres, a beneficiary of government’s sites and services program, is taken as a case study.
