The paper examines the role of the National Council on Integrated Area Development (NACIAD) as a national rural development agency which implements Integrated Area Development Area (IAD) programs and projects. It traces the evolution of concepts, strategies and administrative structures for rural development in the Philippines. It focuses on the IAD as an approach to rural development and its prospects in the future.
