Development Dynamics at the Community and Household Levels: Implications on Food Security


This paper describes the development patterns at the community level in selected villages of Pagsanjan (rural) and Biñan (urban), Laguna as influenced by national and local policies and the prevailing governance in the community. It also presents some indicative impact on food self-sufficiency and emerging opportunities to achieve food security at the community and household levels. Industrial development may comprise food self-sufficiency, but not necessarily food security, as long as access to output, capital and labor markets is provided for. The output mix of agriculture and non-agricultural activities must evolve in a way that maximizes economic opportunities available to the population. Self-sufficiency in food is not the sole indicator of food security, particularly at the household level. Capability of households to procure food also lies in their ability to shift to other economic activities that offer them the highest benefits.
