This paper documents the proceedings of "The First Roundtable Discussion (RTD 1) on Progressive Industrial Policy (PIP)," which initiates a critical dialogue on reorienting the Philippines' economic strategy toward inclusive and sustainable growth. The study explores the conceptual foundations of "progressive" industrialization, contrasting it with traditional market-driven models that have historically led to premature deindustrialization and persistent inequality.
