Seed Guidebook: Scaling and Expanding for Effective Development the Experiences and Learning from the SEARCA Project ISARD


This guidebook is an offshoot of the research outputs, lessons learned, challenges, and recommendations of the project Piloting and Upscaling Effective Models of ISARD implemented by SEARCA in partnership with the Visayas State University, the Mindoro State College of Agriculture and Technology (now the Mindoro State University), and the local government units (LGUs) of Victoria, Oriental Mindoro and Inopacan, Leyte. It presents principles, concepts, and applications for the generation, processing, packaging, and sharing of local and science-based knowledge employed in the ISARD project. It also highlights the project implementation framework, which espouses the sustainability strategy of combining the strengths of the academe, as source of experts and technologies, and the LGUs, as provider of public goods and extension services. Using the two sites in Victoria, Oriental Mindoro and Inopacan, Leyte in the Philippines as case examples, this guidebook shall serve as a reference for the academe, LGUs, farmers organizations, and development institutions on replicating or scaling up the project across different crops and commodities in various geographic contexts. The actual templates, tools, and formats used in implementing the project are provided in this guidebook.
