This paper evaluates the institutional dynamics of the Iloilo-Batiano River System (IBRS) by surveying the perceptions of its council members and barangay leaders. Using a governance lens, the study examines the effectiveness of the IBRS Council in implementing environmental policies, managing solid waste, and addressing illegal encroachments along the riverbanks. The findings reveal a significant gap between high-level policy formulation and the grassroots implementation carried out by local leaders, highlighting challenges such as limited technical resources, overlapping jurisdictions, and the need for more robust community engagement. By analyzing the survey data, the author argues for a more collaborative governance model that strengthens the capacity of village-level officials and fosters a shared sense of accountability among all stakeholders. The research concludes with policy recommendations aimed at institutionalizing the protection and sustainable management of this vital waterway.
