This paper examines the strategic intersection between the National Artificial Intelligence (AI) Strategy Roadmap 2.0 and the Philippine higher education sector. As AI technologies, particularly generative AI, rapidly reshape global industries, the study analyzes how Filipino Higher Education Institutions (HEIs) can transition from passive adopters to proactive innovators. Through a review of current policy frameworks and institutional readiness, the research highlights critical challenges, including the digital divide, the need for faculty upskilling, and the ethical implications of AI in academic integrity. The paper proposes a transformative approach that emphasizes interdisciplinary collaboration, the integration of AI literacy into core curricula, and the development of robust institutional policies that balance innovation with ethical responsibility. Ultimately, the study argues that aligning higher education with the national AI roadmap is essential for securing the Philippines' competitiveness in the fourth industrial revolution and fostering a future-ready workforce.
