The Department of Economy, Planning, and Development Regional Office 1 (DEPDev-1), serving as the Secretariat of the Regional Land Use Committee-1 (RLUC-1) and of the Regional Development Council-1 (RDC-1), is offering for your kind perusal the Regional Physical Framework Plan (RPFP) 2025–2055 for Region 1. The RPFP 2025-2055 supersedes earlier land use policy documents promulgated by the Regional Land Use Committee-1.
In the Foreword, Regional Director Stephanie Christiansen of DEPDev-1 who serves as the RLUC-1 Chairperson poignantly points that “…The RPFP is a collective declaration of our region’s purpose founded on the optimal use of land and other natural resources. It captures not only the dreams of our people but also the deep wisdom of our planners, and the unwavering resolve of our institutions to build a Region 1 that is Resilient, Inclusive, Connected, and Harmonious—a RICH Region 1. It is a vision rooted in the region’s unique geography, rich cultural heritage, and dynamic socio-economic potential.”
Forged through a participatory and evidence-based process, guided by national mandates and grounded in local realities, the RPFP reflects the realities on the ground, while being firmly anchored in national priorities. It is aligned with AmBisyon Natin 2040, the National Spatial Strategy, the Luzon Spatial Development Framework, and the Philippine Development Plan.
