The proposed legislative agenda, titled “Reform and Transform: A Proposed Legislative Agenda for a Competitive, Resilient, and Inclusive Philippines for the 20th Congress,” presents a comprehensive analysis of the country’s pressing structural challenges and economic headwinds following the post-pandemic recovery period. This includes a moderation in economic growth, elevated public debt, persistent fiscal deficits, lagging financial depth, infrastructural bottlenecks, a long-standing education crisis, low agricultural productivity, and deepening environmental risks. The publication offers strategic policy reform proposals to restore fiscal space, strengthen investment momentum, and improve the country’s capacity to manage evolving national and global challenges.
Proposed priority measures are clustered into six strategic reform pillars, namely: 1) ensuring fiscal sustainability and strengthening the financial sector; 2) enhancing trade, infrastructure, and investments for economic competitiveness; 3) advancing human capital and social protection; 4) strengthening agriculture and food systems for smarter and inclusive rural development; 5) fostering harmony with nature for a sustainable future; and 6) promoting transparent, responsive, and adaptive governance. By implementing these reforms, the Philippines can build a more resilient economy, protect vulnerable groups, foster inclusive growth, and modernize public institutions capable of driving long-term development.
