This paper documents the proceedings of the "Policy Dialogue on Presidential Decree No. 1083," also known as the Code of Muslim Personal Laws (CMPL) of the Philippines. The study examines the implementation challenges, legal gaps, and evolving socio-political context of the 47-year-old decree, which governs civil relations, marriage, and inheritance among Filipino Muslims. Key discussions focus on the necessity of legislative amendments to align the CMPL with contemporary human rights standards, gender sensitivity, and the administrative requirements of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). By synthesizing insights from Shari’ah scholars, legal practitioners, and women’s rights advocates, the proceedings identify critical areas for reform, including the professionalization of Shari’ah courts and the harmonization of Muslim personal laws with national statutes. Ultimately, the research advocates for a consultative and inclusive legislative process to ensure that the Code remains a relevant and effective instrument for justice and identity for the Muslim Filipino community.
