More LGUs urged to fully automate biz registration, licensing processes


The Anti-Red Tape Authority (ARTA) is intensifying efforts to get more local government units (LGUs) to fully automate business registration and licensing processes.

ARTA Director General Ernesto Perez said that as of December 2025, only 127 LGUs were fully compliant with the electronic Business One-Stop Shop (eBOSS) requirements, significantly improving the speed and efficiency of business-related government transactions.

Perez said eBOSS provides a centralized online platform where businesses can complete all necessary registrations and obtain permits without the need to visit multiple government offices, thus drastically reducing the time and cost associated in starting a business. 

“This is why we have to continue to actively advocate for compliance by all local government units. By the end of our term in 2028 or end of President’s (Ferdinand R. Marcos Jr.) term, our goal for all LGUs nationwide to have their own fully operationalized eBOSS,” he said during the recent 2026 Economic-Ease of Doing Business (EODB) briefing organized by ARTA, in collaboration with the Asian Development Bank.   

Aside from eBOSS, Perez cited other programs of ARTA that serve as online repositories designed to promote the ease of doing business in the country. 

He said the Philippine Business Regulations Information System (PBRIS) provides businesses and citizens with easier access to regulatory requirements.

Perez said there are 238 agencies using the PBRIS and 122 existing regulations are digitized from priority sectors, such as renewable energy and digital infrastructure. 

“PBRIS is becoming a central regulatory database helping agencies see overlaps, businesses understand compliance requirements, and citizens access the regulations that affect their daily lives. Hopefully, also with the use of artificial intelligence, we should be able to fast track the capacitating of all government agencies on the use of PBRIS,” he added. 

Meanwhile, Perez said the Anti-Red Tape Electronic Management Information System (ARTEMIS) is a platform that helps monitor, evaluate and ensure that government agencies comply with the Ease of Doing Business Law.

“PBRIS is our map of the rules, (while) ARTEMIS provides real-time tracking of government services, helping agencies meet Citizen’s Charter requirements and improving how government processes are monitored and reported,” he said. 

“Every government agency now uploads a Citizens Charter, the list of steps, fees and timelines for every service into ARTEMIS. To date, we have mapped over 11,966 government services from 48 priority agencies. Compliance with Citizen Charters submission has leap forward. It has turned performance monitoring from a once a year audit into a real-time picture of service delivery, allowing agencies to see how well they serve their citizens,” Perez added.
