Pursuant to Republic Act Number 8752 (Anti-Dumping Act of 1999), the Tariff Commission (TC) conducted an interim review of the anti-dumping duties currently imposed on importations of Ordinary Portland Cement (OPC) Type 1 (AHTN Subheading No. 2523.29.90) and Blended Cement Type 1P (AHTN Subheading No. 2523.90.00) from Viet Nam. The anti-dumping duties imposed on these products are pursuant to Department of Trade and Industry Department Administrative Order No. 23-01 (series of 2023) and implemented by Burea of Customs' Customs Memorandum Order No. 05-2023.
After careful assessment, the TC found that the imposition of anti-dumping duties achieved its intended result by preventing and/or alleviating the dumping of OPC Type 1 and Blended Cement Type 1P. However, the imposition of anti-dumping duties did not completely deter dumping since the circumstances with respect to dumping have not changed significantly. There is also a high likelihood that the dumping will continue or recur if the anti-dumping duty is lifted. The Commission also provided re-computed dumping margins for NCL Trading Joint Stock Company and Vissai Ninh Binh JSC.
