This study aims to: 1. Explore governance cultures in Philippine basic education contexts while drawing insights from school officials' experiences, perspectives, and practices;  2. Examine the opinions of teachers on professional development, workload assignment, and the cultures prevailing at their school; and 3. Analyze the nexus of school culture and teacher professional development.
