This paper documents the proceedings of a roundtable discussion titled "Pagrara: Exploring Northwestern Panay Weaving Heritage," which examines the preservation and revitalization of the traditional weaving industry in Northwestern Panay. The study focuses on the establishment of an Inter-Local Government Unit (ILGU) Alliance as a strategic framework to support local weavers, secure raw material supply chains, and expand market reach. Key discussions highlight the cultural significance of the pagrara (weaving) tradition, the socio-economic challenges faced by indigenous and local practitioners, and the role of institutional partnerships in fostering a sustainable creative economy. By integrating heritage conservation with regional development policies, the research advocates for a collaborative governance model that safeguards intangible cultural heritage while promoting inclusive growth.
