Pursuant to Republic Act Number 8800 (Safeguard Measures Act), the Tariff Commission (TC) conducted a formal investigation on the merits of imposing definitive safeguard measures against importations of Ordinary Portland Cement and Blended Cement (AHTN 2022 Subheading Nos. 2523.29.90 and 2523.90.00) from various countries.
After careful assessment, the TC found that the elements for the imposition of a definitive safeguard measure were met (e.g., domestic industry requirement, product comparability, imports). The Commission thus recommended that a general safeguard measure be imposed on importations of Ordinary Portland Cement and Blended Cement from various countries for a period of three years.
