Digital Transformation of the Philippines’ Budget Process: Aligning IFMIS, Blockchain, and Legislation for Sustainable PFM Reform


This paper examines the Philippines’ ongoing digital transformation in public financial management (PFM), focusing on the implementation of the Integrated Financial Management Information System (IFMIS), Budget and Treasury Management System (BTMS), and the potential integration of blockchain in the budget process within the context of current legislative initiatives. Using an analytical framework anchored on institutional readiness, systems integration, governance and accountability, and fiscal sustainability, the study assesses whether current technological ambitions align with the country’s existing PFM capacity and reform trajectory.

Drawing from international experience, GovTech Maturity Index (GTMI) benchmarks, fiscal data, and comparative IFMIS and blockchain reforms, the paper finds that the Philippines continues to face structural constraints from fragmented systems, uneven interoperability, limited institutional capacity, and rising recurrent ICT costs associated with prolonged system development. While blockchain may enhance transparency, verification, and auditability, evidence indicates that it functions best as a complementary integrity layer rather than a substitute for core IFMIS functions. The paper argues that sustainable digital PFM reform requires a sequenced, system-driven, and technology-neutral approach that strengthens governance, completes IFMIS integration, and aligns innovation with institutional readiness and long-term fiscal sustainability.
