An urban space plays a vital role in social interaction, the transaction of economic goods and services, and the viability of transport and walkability. The diversity in uses of urban space may lead to crowding and density, which is inherent in urbanity. This poses challenges that necessitate urban planning and design, where urban public space is structured for public encounters, making it a public good that can be commonly shared and for public space to become a community embodying a sense of sharing and realizing sustainable urban development. The UN Habitat integrates the Sustainable Development Goals (SDG) in urban project design, highlighting the collaboration of three critical stakeholders: the public sector, private sector, and civil society, which depicts a shared management modality. In this context, the research will analyze how smart urban governance through the four phases of community adaptation, namely, fortification and defense, accommodation, retreat, and clean up, can combat climate change in a highly urbanized setting such as Metro Manila, given urban planning and design. A sustainable urban development model becomes essential in sustainable urban planning, design, and governance to achieve socially inclusive and connected cities resilient to climate change.
