Pursuant to Executive Order No. 82, s. 2025, the CALABARZON Regional Development Council undertook the Midterm Update of the Regional Development Plan (RDP) 2023–2028 to assess progress and refine the region’s development direction. After two years of implementation, the update recognizes the need to sustain gains from ongoing reforms while addressing urgent policy, program, and implementation gaps.
The Midterm Update reviews and recalibrates the Plan’s strategies, targets, programs, and projects, including its results matrices and the Regional Development Investment Program (RDIP), to ensure alignment with evolving regional needs. Covering 17 sectoral chapters across the social, economic, infrastructure, and governance dimensions, the update reflects inputs gathered through consultations and workshops with key stakeholders.
The updated RDP serves as a responsive and evidence-based roadmap to keep the region on track in achieving its development goals and in guiding CALABARZON’s growth trajectory for the remainder of the plan period.
