Beyond the Vote: Ensuring a Safe Political Environment for Women


Violence Against Women in Politics (VAW-P) poses a systemic threat to democracy and inclusive development in the Philippines, where women remain severely underrepresented in elected positions despite high voter turnout. This gap is sustained by physical, psychological, and technology-facilitated violence—particularly online harassment—that discourages women from seeking public office. This brief identifies key legal and institutional gaps, notably the absence of a dedicated law penalizing politically motivated violence against women, and the lack of enforceable gender parity measures. Drawing on global practices, it recommends the enactment of a stand-alone VAW-P law with clear penalties and survivor-centered mechanisms; amendments to existing electoral and gender-based violence laws to cover political contexts; institutionalized gender parity in candidate slates; and stronger mandates for oversight bodies. These reforms are vital to dismantling systemic barriers and ensuring a safe, inclusive political environment for women.
