This Study is aimed at developing criteria for identifying areas vulnerable to the potential impact of climate change and identifying factors to be used in designing climate change resilient infrastructure projects, legal and institutional reforms.
Specifically, this Study aims to: 1) Quantify the extent and identify challenges of climate change impact in the City of Manila as manifested by typhoon Ondoy in 2009 and Pedring in 2011; 2) Determine the extent of government support received by water-borne affected hazards; 3) determine the perception of affected household on DRRM and CCA; 4) Assess the extent of mainstreaming DRRM and CCA concerns on the local planning structure, planning system and processes and budgeting, program and project implementation, monitoring and evaluation of the City of Manila; and 5) Recommend policies, legal and institutional instruments to be undertaken by the City of Manila to become DRRM and CCA sensitive.
This Study revealed that there is no direct link between the MDDRMC and the planning structures (CPDO and LDC). The MDRRM Officer is under the Office of the Mayor and does not report neither coordinate with the local planning offices. Thus, there is no mainstreaming of DRRM structure with the planning structure and planning process. The City Government only came up with DRRM structure and DRRM plan for compliance. DRRM budget were released without undergoing a DRRM planning process but only based on a DRRM prepared by a contractor.
The Study has three recommendations on the following areas: 1) Enhancing the local planning structure and plan implementation; 2) Addressing the Extent of Impact of Typhoons Ondoy and Pedring; and 3) Increasing Awareness of CCA and DRRM Concept and Provisions of the Laws.
