Protected areas (PAs) are indeed natural life support systems. These area are not just mere extensions of land uses of the ever-growing developments and explorations brought about by humans for continuous survival. PAs were established to primarily serve as sites of biodiversity conservation, which are also sites for local human development that have multiple uses.The establishment of PAs and the objectives for which they were established were based on their individual unique characteristics making PA management as PA-specific. It is not universal since it varies from one PA to the other which evolves over time to adjust with the current and foreseen demands, pressures and uses. In view of which, PA management is an enormous task. It is also a challenge not only to PA management but also to the communities that are deeply attached to the PA and the lands they occupy to ensure that the riches and benefits derived from it will be passed on to the future generations. This then entails sets of rules and regulations to serve as specific guidelines and reminders of the importance of the proper and sustainable conservation of the PA. The national government has provided a set of policies that encourages the partnerships of the government and various entities with the direct stakeholders or the ground stewards for PA management particularly by means of community based approaches. This demands employing the active participation of communities throughout the process. This study looked into and assessed on how a Community Based Program (CBP) in a PA in Tanay, Rizal Province (the Kaliwa Watershed Forest Reserve or KWFR) has been established and being managed by key stakeholders, particularly with the case of a tenured community (the Samahang Damayang Magsasaka ng Kayabu or SDMK).
