Advocating for Legality, Transparency and Sustainability in the Use of the PhilHealth Funds


This paper documents the proceedings of a health policy advocacy presentation delivered during a Senate Committee hearing regarding the management of PhilHealth funds. The study examines the legal and ethical implications of transferring "excess" PhilHealth reserve funds to the national treasury, arguing that such actions may undermine the mandate of the Universal Health Care (UHC) Act. By analyzing the financial sustainability of the national health insurance program, the research emphasizes the need for greater transparency, accountability, and the prioritization of expanded benefit packages for members over fiscal consolidation. The proceedings highlight the perspectives of health advocates and experts who advocate for the judicial and legislative protection of health funds, ensuring they are used exclusively for the health and well-being of the Filipino people.
