Adopting a Community-Driven Development Approach in the Planning and Development of Post-Conflict Communities: The Case of the Sajahatra Bangsamoro Program in Barangay Labungan, Datu Odin Sinsuat, Maguindanao


The four decades of armed-conflict in the Bangsamoro Region has high human and economic costs, which brought poverty, underdevelopment and low social and economic service delivery to the stakeholders. The Institutions in these conflict-affected communities are weak and social cohesion is very low. The October 2012 signing of the Framework Agreement on the Bangsamoro (FAB) had officially ended the long years of armed-conflict in the Bangsamoro and had opened the doors for several development interventions that aim to address the social and economic inequalities of the Bangsamoro people. Thus, just four months after the signing, the SAJAHATRA BANGSAMORO, a concrete socio-economic development of President Benigno Simeon Aquino III, which utilizes the Community-driven Development (CDD) Approach, was launched to uplift and rebuild the Health, Education and Livelihood conditions of the stakeholders of the Bangsamoro Region. The CDD Approach is globally the most utilized development intervention for conflict-affected and post-conflict communities due to its effectiveness and efficiency towards peace-building, poverty-reduction and improved local development planning. The CDD's participatory approach to development promotes a high level of community participation over deciding, planning, implementation and managing the resources for their own local infrastructure and better delivery of social and economic services in a timely manner.This research sought to assess the effectiveness of the CDD Approach in the delivery of basic socio-economic services to the conflict-affected and post-conflict communities of the Bangsamoro Region, particularly in Barangay Labungan, Datu Odin Sinsuat, through the Sajahatra Bangsamoro Program. The study also sought to determine the factors for the accomplishment or non- accomplishment of the Sajahatra Bangsamoro Program's goals and targets.
