Championing Open Access: How PIDS is Bridging the Knowledge Gap through SERP-P
In today’s data-driven world, access to reliable and timely research is essential for shaping effective public policies. The Philippine Institute for Development Studies (PIDS) has made significant strides in advancing open access to research and knowledge products in the country. Through its flagship platform—the Socioeconomic Research Portal for the Philippines (SERP-P)—PIDS has played a pioneering role in democratizing access to development-oriented studies and policy research.
SERP-P is the country’s first and most extensive electronic repository of socioeconomic and policy research, serving as a central knowledge hub for students, researchers, policymakers, civil society organizations, and the public. With over two decades of contributions, the portal significantly advanced efforts to close the knowledge access gap in the Philippines.
The portal's content is organized into 22 thematic areas, including poverty and inequality, labor and education, gender and development, economic outlook, agriculture, health, and regional integration, among others. This thematic approach facilitates easier navigation for users seeking research aligned with their needs and interests.
The portal’s influence is evident in how its content is used across various sectors. The most downloaded publications of all time reflect the country’s most pressing development concerns—from education and labor to innovation and agriculture. Beyond a Repository: A Platform for Engagement
More than just a digital library, SERP-P serves as a dynamic platform for knowledge sharing and capacity building. It provides an avenue for research partners and development institutions to amplify their work through knowledge-sharing sessions, forums, and collaborative events.
Each year, representatives from its network of partner institutions convene during the SERP-P Annual Meeting, held in the fourth quarter. This event fosters dialogue among network members on improving research dissemination, strengthens institutional partnerships, and surfaces strategies to support evidence-based decision-making.
Strengthening the Open Access Movement in the Philippines
Although more than two decades have passed since SERP-P was first launched, the platform continues to evolve and expand—not only in terms of its growing repository but also in its engagement efforts, partnerships, and initiatives. It remains a developing program that adapts to the changing needs of its users and the shifting landscape of research dissemination.
PIDS’s commitment to open access is not just about transparency; it is about equity. SERP-P ensures that critical knowledge is no longer limited to those who can afford subscription-based databases or have affiliations with elite institutions. By promoting inclusive access to research, PIDS is helping to democratize knowledge in the Philippines.
As challenges in development become increasingly complex, access to sound research becomes even more crucial. We invite you to explore the portal and discover thousands of publications that can inform your research, enrich your lectures, guide your policies, or simply deepen your understanding of the country’s development issues.
