Empowering Youth not in Education, Employment, or Training through TVET Development


The Philippine Institute for Development Studies (PIDS) will hold a public webinar on February 10, 2022, from 2:00 PM to 4:30 PM via Cisco Webex.

This virtual event will feature two PIDS studies on training and employment. The first study, authored by PIDS President Aniceto C. Orbeta Jr., PIDS Supervising Research Specialist John Paul P. Corpus, and former PIDS Research Analyst Nina V. Araos and titled “Who Are the Youth NEET in the Philippines Today”, looked into the profile of young Filipinos who are not in employment, education, or training (NEET) that can undermine their future work and earning prospects and may have lasting economic disadvantages. We found in our research that NEET is still an emerging concept in the Philippines, and given the large number of youth NEET in our country and the social and economic implications of this, more attention must be directed toward our youth NEET and the issues confronting them, which include financial constraints, lack of access to labor market information and employment facilitation services, and poor digital connectivity and access to information and communications technology.  

The second study, which is also authored by PIDS President Aniceto C. Orbeta Jr. and PIDS Supervising Research Specialist John Paul P. Corpus and titled “Profile of Training and Skilling Programs in the Philippines”, was undertaken as part of the Youthworks PH initiative of the Philippine Business for Education. It investigated the existing technical and vocational education and training (TVET) programs for the youth and how responsive these are to the needs of the learners and industries. We also looked into the effects of the COVID-19 pandemic on the delivery of training programs in the country and the emerging industry sectors brought about by the pandemic.
