THE NEW GUIDELINES FOR U.S.-JAPAN DEFENSE COOPERATION: A FILIPINO POINT OF VIEW


This paper develops the thesis that the New Guidelines is realpolitik in action, that the idealism of article 9 of the Japanese Constitution (that Japan shall not maintain armed forces) is virtually dead, and that Japan is on the road to becoming a "norml state," one that does not shy away from economic, political, and military power. More basically, it is a state that retains the right to defend itself.
