Has the Department of Budget and Management (DBM) made resources available for the establishment of new teacher items? And if so, why has the Department of Education (DepEd) regularly reported them to be insufficient to fully address requirements for teachers? This Policy Note thus describes the past procedures employed by DepEd on the deployment of new teacher positions and discusses ways by which bottlenecks to new teacher hiring may be assessed.
